Trans-national terrorists, insurgent groups and violent activists will continue to become more sophisticated in the years ahead, and one of the key areas most at risk is critical infrastructure: systems or assets that are vital to the nation’s security, health or safety. Such systems are also at risk from criminal activity – be it vandalism, the theft of a few metres of electrical cable or more organised crime involving narcotics, weapons, people and other illicit . . .
